Oregon Secures Major Business Investment Under Governor’s Economic Growth Strategy
Salem, OR – Today, Governor Tina Kotek and Genentech, one of the world’s leading biotechnology companies, announced that the company is expanding in Oregon. The expansion represents a $750 million investment by Genentech that will create 450 high-wage manufacturing and construction jobs, strengthen regional economic growth, and bolster Oregon’s established and growing bioscience and advanced manufacturing industries.
“My administration is focused on strengthening our economic foundation, creating new good-paying jobs, and ensuring families and communities across the state benefit from new opportunity,” Governor Kotek said. “Genentech’s decision to expand its campus in Hillsboro reflects Oregon’s strength in advanced manufacturing and innovation.”
Established in 2006, Genentech’s Hillsboro campus is a critical hub in the company’s U.S. manufacturing network, supporting production across a broad range of therapeutic areas, such as oncology, immunology, and neurology. The new facility will add device filling capability to Genentech’s manufacturing network, helping strengthen U.S. production and support a more complete and secure domestic supply chain. Hillsboro’s existing infrastructure, proven manufacturing capabilities, and skilled workforce make it an ideal location for the new facility, building on nearly two decades of partnership with state and local community stakeholders in the region.
To secure this project, Governor Kotek had Business Oregon work directly with her office throughout a yearlong effort to make the case that Oregon is the right location for continued investment and expansion for Genentech. A forgivable loan from the Governor’s Strategic Reserve Fund will be used to help offset some of the initial capital investment costs for the project. Terms of the award are in final contract negotiations with the company.
This announcement follows Governor Kotek’s recent participation in the BIO International Convention (BIO) in San Diego, the world’s largest biotechnology gathering, where she spoke on two panels to showcase Oregon’s strengths and met with life sciences companies to identify new opportunities for investment. Oregon is a national leader in the life sciences sector, with major firms like Genentech, Thermo Fisher, and Lonza maintaining significant presence in the state. In 2023, the sector generated $21.2 billion in total economic impact, supported nearly 75,000 jobs and 2,500 businesses statewide, and contributed $5.6 billion in exports – reflecting the state’s growing global leadership in bioscience innovation.
This expansion marks tangible progress on the Governor’s Prosperity Roadmap, unveiled in December 2025 to achieve three broad goals: retain and grow Oregon businesses, catalyze job creation, and accelerate Oregon’s economic growth. Since launching the strategy, Governor Kotek has passed legislation to catalyze business growth, established the Prosperity Council to advise on long-term economic strategies, launched a global trade desk to support businesses looking to grow in Oregon, and personally traveled across the country to recruit and retain businesses.
