Oregon Reverses Statewide Decline in New Housing with Two Years of Growth

Salem, OR – Today, Governor Tina Kotek announced that her administration’s efforts to reduce red tape and support new housing production have resulted in two years of steady growth in new housing starts. Oregon is now in its second year of increased housing starts, even as the United States continues to see declining production. Recent estimates for the first half of 2026 show Oregon up 11.3% year-over-year, compared to a 1.3% decline nationally. State data show that Governor Kotek’s efforts have resulted in more than 50,000 future homes in the production pipeline.

When Governor Kotek took office, housing production was falling nationwide and declining even faster in Oregon. In less than four years, despite high interest rates and unpredictable federal actions that have negatively impacted state resources, the Governor’s targeted actions to increase housing supply have successfully reversed that trend.

“I’m fighting to put housing within reach for all Oregonians. This upward trend demonstrates what’s possible when the state partners successfully with local government and the private sector with a shared vision and shared urgency, with or without a reliable federal government,” Governor Kotek said.

“The recent increase in housing starts is a positive sign for builders and for families looking for a home,” said Mike Riddle, President of the Oregon Home Builders Association. "We appreciate the focus from the Governor and the Legislature on reducing barriers to production. There is still more work ahead to meet Oregon’s housing needs, and our industry looks forward to continuing that effort with state and local partners.”

Housing has been a top priority for Governor Kotek since day one. In this summer alone, Oregon re-launched a permanent lending program for housing construction with lower rates than the private sector, announced grants to spur more than 8,000 future housing units within the urban growth boundary of several cities, and supported multiple groundbreakings and grand-opening events across the state. Additionally, investments in shelter and transitional housing continue for the unhoused Oregonians as the administration works to connect Oregonians in every corner of the state with stability and housing that meets their needs.
